On February 28th, the Tianjin Municipal Bureau of Culture and Tourism, Tianjin Tourism Group, and the College of Tourism and Service Management at Nankai University jointly held the Tianjin Tourism and Culture Think Tank Establishment Conference and the Seminar on Promoting High-Quality Development of Tianjin's Tourism and Culture Integration. Zhang Jian, the Secretary of the Party Group and Director of the Municipal Bureau of Culture and Tourism; Zuo Jian, the Secretary of the Party Committee and Chairman of Tianjin Tourism Group; and Prof. Xu Hong, Dean of the College of Tourism and Service Management, unveiled the Tianjin Tourism and Culture Think Tank plaque together. The meeting announced that the College of Tourism and Service Management of Nankai University would become the secretariat unit of the Tianjin Tourism and Culture Think Tank. Prof. Xu Hong, the dean of the College of Tourism and Service Management, would serve as the secretary-general of the think tank. In contrast, Prof. Ma Xiaolong would serve as the executive secretary-general.

At the meeting, Chen Bing, a member of the Party Group and Deputy Director of the Municipal Bureau of Culture and Tourism, introduced the work situation of the three-party cooperation agreement signed by the Municipal Bureau of Culture and Tourism, Tianjin Tourism Group, and the College of Tourism and Service Management of Nankai University, as well as the establishment of the Tianjin Tourism and Culture Think Tank. The Municipal Bureau of Culture and Tourism, Tianjin Tourism Group, and the College of Tourism and Service Management of Nankai University signed a cooperation agreement. Zhang Jian presented letters of appointment to the first group of experts selected for the think tank.

Zhang Jian stated in his speech that the 20th National Congress of the Communist Party of China proposed to "Insist on shaping tourism with culture and highlighting culture through tourism, promoting the deep integration and development of culture and tourism". The Tianjin Municipal Party Committee and the Municipal Government attach great importance to cultural and tourism work, have put forward precise requirements for cultural and tourism careers, emphasized the need to make good use of Tianjin's cultural and tourism resources, connect them in a chain, promote the deep integration of culture and tourism, vigorously develop characteristic cultural and tourism products, fully activate tourism consumption demand, and continuously satisfy the people's yearning for a better life. Establishing the Tianjin Tourism and Culture Think Tank is timely and will undoubtedly become a new refuelling station for the high-quality development of Tianjin's tourism industry. It is hoped that the think tank will closely focus on the deployment requirements of the Municipal Party Committee and the Municipal Government for cultural and tourism work, focus on the development trends of the cultural and tourism industry in the new era, focus on the target tasks of high-quality development of Tianjin's cultural and tourism industry, follow the laws of development of the cultural and tourism industry, adhere to the combination of theory and practice, give full play to the functions of think tank theoretical innovation, decision-making services, and promoting development, promote the transformation and application of think tank research results, provide high-level intellectual support for the high-quality development of Tianjin's tourism industry, and make the necessary contributions to building Tianjin into a domestic cultural and tourism destination and constructing an international consumer centre city.

In her speech, Dean Xu Hong stated that the College of Tourism and Service Management of Nankai University would fully leverage its maximum advantage in Chinese tourism education and the functions of the Tianjin Tourism and Culture Industry Research Institute, including theoretical innovation, decision-making support, and promotion of development. They will integrate high-level professionals, build high-energy service platforms, provide high-level consulting results, and output high-end intellectual products, to provide high-end intelligent support for the major policy decisions and general issues in Tianjin's cultural and tourism industry.
